Framework of Program

The framework of ideas that underpin the work of this Program include:

1. Australia 's prosperity is heavily dependent upon its security and stability, and its security and stability are, in turn, dependent upon the security and stability of its region;

2. Australia 's security is a broad, multifaceted concept that involves far more than defence and border protection, important as these are; and

3. Australia does not, and cannot, have enough hard power to make itself safe and needs to develop the various forms of soft power available to promote its security. For a nation such as ours, hard-edged realism includes promoting sources of soft power.
